Brian Hall

Chairman, CEO & President

Brian is the owner and CEO of several companies which provide outsourced staffing, road and rail construction and real estate development. The companies – JIT Services, Specialized Construction Inc., JPCO Inc. and The League Development employ 100 associates in Ohio and Maryland. He is also a partner and investor in ECM Performance Materials, which processes and packages chemicals and rubber. He is a Senior Advisor to The Greater Cleveland Partnership for Equity and Inclusion.

Brian earned a BBA from the University of Cincinnati and an EMBA from Baldwin Wallace University.  He additionally completed four annual executive tracks in business management at The Tuck School of Business, Dartmouth College.

He served as CEO of Industrial Inventory Solutions, which was listed on the Black Enterprise 100 for 5 years prior to the 2008 recession.  He has led ventures with fortune 1000 partners, serving as board chair and CEO of iSource Performance Materials (Applied Industrial Technologies, AIT NYSE), Innogistics LLC (Exel/DHL).

Brian is extremely civic minded and has served on many different civic boards as well as private for-profit boards (Fifth Third Bank NEO, Shorebank Cleveland) and public facing boards (Cleveland Cuyahoga Port Authority, North East Ohio Sewer District)

He has served as Director, Chair of Governance, and member of the Compensation Committee at University Hospital Health System. Also, as Trustee, Chair of Finance, member of Governance Committee of University of Cincinnati Foundation, and Director of the President’s Council Business Chamber.  He is Director of Rhythm and Blues Foundation NYC as well as Chair of Black Young Presidents Organization Network (of YPO International). He is a board member of the Association of Chamber of Commerce Executives and serves on the finance committee.

Derrick Collins

CFO

Mr. Collins has over thirty years of experience providing financing to entrepreneurial firms. Mr. Collins is a co-founder of Magna Saxum Advisors, LLC and currently serves as the Dean of the College of Business at Chicago State University.  As General Partner of the venture capital firm, Polestar Capital Partners, and as President of Shorebank Capital Corporation, he provided equity and subordinated debt financing to minority entrepreneurs. Prior to Polestar, Mr. Collins was a commercial lender with South Shore Bank.  He has served on the boards of several rapidly growing companies and has taught Venture Capital and Private Equity Investing, as well as Entrepreneurial Finance, at Northwestern University’s Kellogg School of Management.  Derrick earned a Bachelor of Science in Electrical Engineering from Prairie View A&M University and an M.B.A. in Finance and Marketing from the University of Chicago’s Booth School of Business.

Linette Derminer

Vice President and Executive Administrator

Linette Derminer provides twenty plus years in management, business start up and growth experience to JPCO.

As an executive Linette has worked as part of the team for bid process to completion and inspection.  She is our customer interface for purchasing, contract oversight and reporting.

Linette brings great organizational skills to the job, taking responsibility for project planning and documentation. She is a valuable asset to the Project Managers.

Phillip J. Darty

Project Manager

Phillip J. Darty has over 25 years’ experience in all of phases of railroad construction including project management. Phil is an overachiever, a person of integrity who can be trusted to complete projects on time and within or under budget.

Phil has an outstanding safety record on all projects and excelled in all positions from General Foremen to Project Manager. He has successfully managed small to multi million dollars projects; supervised crews from 5 to 100 men on various projects. He effectively coordinates with Owners, Prime Contractors and other Subcontractors to assure the project to be safe, acceptable and well done!
